Indigenous lawmakers to draft policy for new statute

The Constituent Assembly (CA) members representing various indigenous communities decided to draft a policy paper to ensure the rights of their communities in the new constitution in the making.

At an interaction on 'Indigenous Nationalities and Constitution Writing Process', in the Capital today, Prithvi Subba Gurung, chairman of the caucus of indigenous CA members, informed that the policy paper will be drafted soon and all the 218 CA members from the indigenous communities have agreed to submit the paper to the CA chairman and top leaders of all major political parties.

Preferential rights of indigenous communities on natural resources, right to self-determination, ethnic self-governance, secularism, multilingual policy, inclusive representation of the concerned communities and other issues will be included in the policy paper, said Gurung. 

Gurung, who is also a Politburo member of the CPN-UML, asserted the caucus would be obliged to go to people for agitation if the political parties delay in ensuring the rights of the indigenous communities. 

He also warned that the indigenous lawmakers will not accept the whip endorsed by the parties concerned if the agitation was started.

संविधानसभामा जनजाति मुद्दा कायम छ : ककस

काठमाडौ, मंसिर १८ - संविधानसभामा आदिवासी जनजातिका मुद्दा कायम रहेको ककसमा आवद्ध सभासदहरुले जनाएका छन् । आदिवासी जनजाति सभासदहरुको मञ्च ककसका अध्यक्ष पृथ्वीसुब्बा गुरुङले जनजातिको धारणापत्र निर्माण गरेको बताएका छन् ।

'ककसले आदिवासी जनजातिको धारणापत्र निर्माण गरेको छ', आदिवासी जनजाति पत्रकार संघ(अनिज)ले शनिबार आयोजना गरेको अन्तक्रिर्यामा गुरुङले भने, 'त्यसका निम्ति संघराज्य निर्माणमा उठेका विवादलाई सहमतिबाट टुङ्ग्याउँदैछौं ।' प्रदेश निर्माणमा जातीय आधारभन्दा पनि सामथ्र्यलाई प्रमुख बनाइएको समेत उनले जनाए ।

'हरेक प्रदेशमा आदिवासी जनजाति एक हुनुपर्छ', जातीय राज्यका आधारमा अतिवादी सोच फितुल भएको उल्लेख गर्दै उनले भने, 'विवादको बीचमा सहमति खोजिदैछ ।' ककसले निर्माण गरेको अवधारणा र आफ्ना मुद्दालाई जनजाति सभासदले संविधानसभामा तार्किक ढंगले प्रस्तुत गर्न नसक्दा चाहेजति उपलब्धी नभएको बताए ।

'सानो पार्टीमा आवाज छ, शक्ति छैन, ठूला पार्टीमा शक्ति छ, आवाज छैन', आदिवासी जनजातिको मुद्दा साम्प्रदायिक नभएको पूर्वमन्त्रीसमेत रहेका गुरुङ गुनासो गरे, 'हाम्रा मुद्दालाई मिडियाले प्राथमिकता नदिएकाले पनि यसभित्रका गतिविधि ओझेलमा परेका हुन् ।' सरकारले पारित गरेको अन्तर्राष्ट्रिय श्रम संगठन महासन्धि नं.१६९ ले दिएको अग्राधिकार, धर्मनिरपेक्षता, जातीय जनसंख्याका आधारमा समानुपातिक समावेशीकरण संविधानमा समावेश गराउने कार्यप्रति जनजाति सभासदहरु पछाडि नहट्ने उल्लेख गरे ।

माओवादीका सभासद पदम राईले ककसले पारित गरेको जातीय स्वशासनसहितको स्वायत्त राज्य नीति यथावत रहेको बताएका छन् । 'बन्दै गरेको ऐतिहासिक संविधान निर्माणमा हामी -जनजाति सभासद)  किरात साम्पाङ राई जुम्लेखा संस्थाद्वारा आयोजित सभामा उनले भने, 'हामी जातीय संघीयता संविधानमा दर्ज गराउन ज्यानको बाजी थाप्छौं ।'

मुलुकको प्रमुख समस्या वर्गीय, जातीय र लैगिक रहेकोसमेत राईले बताए । संविधानसभामा २ सय १८ जनजाति सभासदहरु एकजुट हुन नसकेको र महिला सभासदको ककससमेत आफ्नो मुद्दामा खुल्न नसकेकोले चाहेजति उपलब्धी नभएको उनले बताए ।
